Why didn't you answer my main question... it was - What is a 'non-locatee'? They wouldn't be charged with anything. The person is administratively separated from the service, gets a negative final evaluation or OER or FITREP and thats the end of it. Would the military contact their draft board? For what? Why wasn't this done? By negative final evaluation do you mean a less than honorable discharge? Almost all of the people who missed as much duty as junior got a less than honorable discharge. Of course their daddy wasn't poppy.
