Well if it wasn't done then most likely somebody screwed up. However, since Bush was at Harvard Business School wasn't he eligible for a deferment anyways? Nobody has time to handle thousands of cases of people purported to miss a few drills and put them on active duty. While the threat sounds good in theory, actually doing it is another thing. When I went to Navy OCS, some people took money for college before going to OCS. Some of those people washed out of OCS. The rules said that people owing money would be put on active duty enlisted in the Navy to fulfill a multi-year commitment of some kind. They didn't actually do this because who wants a bunch of disgruntled forced enlistees in their unit for a couple of years. Instead they had them pick up trash around base for a couple of weeks and then sent them home on a greyhound bus.
