Wow you are so millitantly against DC. I live in Northern Virginia and I like visiting DC (which I do very often). As a tourist destination, it is one of the top places to visit. Weekend party life and regular night life is also well known. The whole area is a hub of government, telecommunications, biomedical and many other industries. Winters are not as long and bitter, nor are summers that bad. Also the diversity of population is well desired by many (atleast in this area). This place is within 4 hours driving distance.

Of course you chose to concentrate in neighborhoods of poverty that often tend to make news whenever there is crime. But then if you were to live here, I doubt you would be buying a house in those neighbourhoods. If you look at greater DC area, I bet it will be within top 10 places to live.

As far as I am concerned, I could care less wether it is top 10 or top 1000, I just love this area regardless.
