Its a fight for time, and they will have assigned their best troops ( suicide bombers, whatever) and spent the most money and most thorough planning on plan "A" It will take time for them to relocate assets and carry out the riskier and less potent plan B. Time to let Raytheon improve their silent-running min-predator which is launched from a UAV Predator and can be used to identify , follow, and "take out" one terrorist at a time if need be. Sig
