Does kerry give al quaeda a two year window that could spell disaster

kerry answered that question at the DNC. He stated he opposed the bush (pre-emption) Doctrine but would counter-attack strongly. What the hell does that mean? It means to me that, like under clinton, we wait for the attack and then decide what action the US should take. That is also the Pat Buchanan strategy. Isolationist thinking. Perhaps why Buchanan thought kerry's speech was good. Myself, I will go with preemption any day.
