Do you, as I, find it interesting that even as one of the conclusions of the 9/11 committee was that the U.S. intelligence infrastructure is expansive, hindering communication and hampering the making of critical decisions...they advise that we add yet another bureaucratic fixture to the mess?

Yes, a typical governmental fix to a problem. Create even more government. Which is why the government isn't particularily interested in solving problems. Solving problems means less government and smaller budgets. If anything, they should be looking at how they could streamline their operations, to make them work more efficiently and communicate better, not add another layer of bureaucracy.
