End terrorism? No. But I do believe it would give pause to terrorist leaders and nations that would harbor them.
It would remind extremists who believe in the power of the sword that they, too are not beyond reach. Remember, the foot soldiers and grunts are the suicide bombers... the leadership doesn't believe that "72 virgins in paradise" hokey. They value their lives.
At this point Osama is a charismatic leader who can rally hundreds to his cause. If he were out of the picture, the propaganda machine would slow down.
However, long term, America needs to confront the teachings of Islamic fundamentalists, the roots of terrorism, with the power of ideas, freedom and thoughtful dialog backed by example. I could not forget the image of a Pakistani youth returning from Afghanistan. He went to fight Americans, but came home disillusioned by the Taliban. "They treat their women like dogs." was one of his comments.
Even in Iran, American culture, ideas and concepts are welcome out of earshot of the clergy and fundamentalists. We have the power of ideas on our side. We need to use this power constantly as an alternative and supplement to military power.
Finally, the Israeli/Palestinian issue must be resolved. As President Carter said at the DNC, Bush is the first American President in 50 years not to make a serious attempt to find common ground between the Israelis and Palestinians. Consequently, we are no longer considered an "honest broker" in the middle east.
