Kerry will be more fiscally conservative than Bush.

Its possible he could be a little bit more, only because Bush has been pretty bad in this area. But it seems unlikely at least if your definition of fiscal conservative has at least as much to do with controlling spending as it does with deficit levels. I don't consider high and increasing spending combined with tax increases to be fiscal conservatism.
