No one whatsoever would have worse control of spending then Bush? Your statement seems to be very poorly worded.

unless we were in the middle of a World War, in which case taxes would be seen as a patriotic duty.

At their peak in World War II taxes where about the same level of GDP that they where in 1998. I haven't seen the data for WWI but I think tax levels where lower at that time.
