I don't see any good reason why economic growth should result in a higher percentage of the economy being taxed. If the economy doubles the government can double without increasing the percentage.

If a larger economy is as a result of more money per person there then when the economy doubles there is not a need for a doubling of government services. If the growth benefits most people you might even be able to reduce government services, but even if it is highly concentrated the need for increased services would go up with the population not the size of the economy.
