It's to Bushes benefit to "personalize" Kerry. Up until recently it was Bush, anti-bush, anybody but Bush, Bush is a moron, Bush is ruining the US...etc. Kerry might as well been a bag over someones head. At least now he's starting to look more like herman munster...and Bush has a target.
