Here is a Professor Emeritus explaining how medals are awarded in the United States military.

<<You are hereby awarded the Silver Star for conduct not warranting the next highest award, a Navy Cross-nor the highest, the Medal of Honor>> schmuck <--- I added that part

I don't think they actually say that when soldiers get a Silver Star, do they ? If they did say something like that then they should use a less loaded word at the end, I mean if you are awarded the Navy Cross it should sound like this

<<You are hereby awarded the Navy Cross for conduct not warranting the Medal of Honor>> loser.

The Professor Emeritus goes on to explain other methods of obtaining medals such as lying or having others lie for you and of the course the ever ready Bronze Star which is awarded for running a messhall, every cook in every messhall probably has one of those.
