You do realize that during those 7 minutes, a terrorist plane was headed toward the Pentagon? Did his 7 minute delay make any difference? Probably not, since Cheney apparently gave the order for shootdowns without bothering to ask Bush first, but we don't really know. Just ask yourself, "If I were President, what would I have done in that situation?" My answer is, only a figurehead President would have just sat there. Only the staff of a figurehead President would have ALLOWED him to just sit there.
