NATO killed 2,500 in Yugoslavia to let them know who's in control. That's one of the main motivational factors for using our military (sometimes in concert with NATO) since the collapse of the Soviet Union. We want to let the world know who's in control.

The sanctions against Iraq were a travesty. Over 1,000,000 Iraqis killed in a decade of US/UK/UN sanctions. All part of the plan to control the oil supplies. The U.S. knew Saddam intended to invade Kuwaitt, we heard his threats, we saw his troop buildups on satelittes, we told him we don't take sides in an arab/arab dispute. We essentially allowed him to invade Kuwaitt. It was quite possibly a miscalculation on the part of our leaders. They thought Saddam would just take the disputed oil fields and stop there, not triggering a broader war. There was a precendent set to stop Iraq from invading Kuwaitt. Iraq threatened Kuwaitt in the early 1970s, and the British sent troops to thrawt their planned invasion. It's not like Saddam invading Kuwaitt was a big surprise to world leaders, it had been threatened before, and Saddam was threating to do so shortly before he did on 8/2/1990.

I agree that the Gulf War essentially never ended. The sanctions and intermitent bombings were a continuation of the war on a low level, with a major flare up in April, 2003.
