You are right about the discussion of program trading missing the point. Program trading is just what it sounds like, trading by computer programs generally to react to the the differences between futures and the index.

Every day, buy programs hit just as often as sell programs. Neither has a bias up or down. A good chunk of program trading is index arbitrage.

It would be pretty well impossible to move the general market by buying or selling stock. If you want to move the market, drive the futures up or down. It would take much less capital.
