Are you referring to subsidies/tax holidays by host governments in order to jumpstart semiconductor industry as a growth engine?

I believe that the transfer of jobs overseas is a greater threat to the overall economy and to the US as a nation than it is to the IC industry.

Why should such a job transfer be a negative sum game?
