Budget surplus, you say? What surplus? Are you sure you are not kidding?

There was no surplus! It was an all smoke-and-mirrors illusion served up to an unsuspecting public to make Clinton look good and enhance the Dems'chances of being returned for another 4 years!

You mentioned a war debt. The truth is that the country has always been in debt. It is debt which is essential for driving the money-creating machine.

BTW, a celebrated economist of the 1930s, John Maynard Keynes, recommended that it pays for governments to get into debt! Maybe that's why politicians keep repeating that debt doesn't matter. And they may well be right because bankers in connivance with politicians have figured a way to control the price of gold.
