(do a google.com search for it).

Seems to me you reject the premises in the book, The Creature of Jekyll Island and that our fiat monetary system allows massive printing of cash.

The "surplus" was achieved by suppression of the price of gold with the collusion of bankers and a judicious manipulation of international exchange rates. Such topics may be deemed to be inappropriate for a detailed examination on this thread. However, if you are interested, there's a slew of information available on google.com that explain how governments can systematically exploit debt.............. For starters, try articles by

BTW, Clinton sort of encouraged investors to invest their nest egg money in the stock market as the market was then booming. Result: the market crashed and lots of folks lost their retirement savings! They were left holding the bag!
