Ted, I imagine from his POV, he sees the neocon issue as a temporary problem that will get rectified in the future.

I don't think that's an accurate description of McCain's viewpoint, given that he's been one of the most active supporters of the Iraq war. In fact, he's probably a lot closer to the "neocon" line-of-thinking than you might want him to be.
