Yeah I don't know what Kerry was expected to do as a senator ... call up NORAD and start giving orders? The senate exists to pass laws, not to act on attacks against the United States.

Bush was the commander in chief ... because he froze up, there was nobody to give the order to shoot down hijacked planes. Cheney eventually did give that order, but he had no authority to do so ... under the circumstances Cheney had no more authority than any other civilian. Because Bush was a basket case, Cheney had to illegally seize power belonging to the president.

Ronald Reagan showed more presence of mind after he had been shot than Bush showed on 9/11.
