so what do you want to do, group us all together (humans) and make us all Apples and make us be safe? Why do we as Americans have to protect ourselves?? Motorcyclists/scooterists should be commended for not driving a metal cage everywhere (car) and taking up valuable space, gas and not being such a damn eyesoar as a cage. You want to make "us" safer? Make 10% of the population drive two wheels so the cage drivers get used to two wheels and stop cutting them off and killing them. Would that be fair and smart and safe??
