Here in Manitoba (Canada obviously)we enacted a mandatory helmet law probably 10 years ago or so. The debate here was a bit different because we of course have a 100% public health care system. The argument that bikers had about 'freedom to choose' got squashed by the argument of 'greater public good'. That is, since the public has to pay all the medical expenses of the fallen biker, the public then gets to have a say in issues of safety. Helmets reduce medical expenses and that fact was stronger than the bikers right to 'freedom'. basically, here in Canada, the helmet law was the same argument as the seat belt law.
