Sorry that I misunderstood your question.

A truth is that ever since the previous Prime Minister Jean Chretien said that America had brought 9/11 on its head, there has been mutual misunderstanding and ill-feelings and distrust. And this has been exacerbated by Canada's refusal to go along with Bush on Iraq.
