Cell phone use while driving has recently become illegal in DC, and Maryland, too, I believe. Also use of some other electronic devices (TVs, for example) in some jurisdictions. A more complete overview of legislation regulating cell phone use while driving can be found at ncsl.org or more specifically for transportation safety issues such as helmets and cellphones ncsl.org (that's the website for National Conference of State Legislatures) Seems like a good idea to me, after watching all the distracted dingbats crossing the center line in the road while yakking away on their hand-helds.
