Clinton didn't get a CIA warning saying "Al Qaida Determined To Attack Inside US" with domestic hijackings as a possible plot. CLinton also had Richard Clarke as a counter-terror czar. Bush demoted Clrke and didn't replace him with anyone. The word terrorism wasn't even uttered bY Bush or Rice their first nine months in power, and Ashcroft told the FBI not to bother him about terrorism. They just didn't want to hear about it. Spin that, why don't you?
