I think the best thing to do with the waste is for each nuclear plant to build a secure disposal site at their plant. That would remove the danger of transporting the waste long distances. All nuclear plants have been sited in geologically stable sites. They are already terrorist targets, so they need to be guarded anyway. New nuclear plants could do the same. I think, in part this is just NIMBYism - the people with the plants want the energy, but they want the waste somewhere else.
