The word I get here in Oklahoma is that the big problem is qualified people. Nobody wants to pay for an old rig that is likely to have problems that is also manned by an inexperienced crew. Those costs can overwhelm the costs of waiting for a good rig and crew.

After the crash in the 1980's lots of roughnecks got laid off and went into other lines of work that were more stable. Some of them came back when drilling heated up again and then they got laid off again. The word is out to the young people that drilling is not a good career. Also, newer rigs are more technical and requires more training for the crews.

So, I think that there is not just one reason for this problem, but (like in most things) there are a number of reasons for the lack of rigs and crews. Life is never simple!!!
