It depends on what the meaning of "with," is. The democraps are trying to define terms to their advantage.

What's important is what people knew about him. Of course the peons who reported to him are more likely to suck up to him for their 15 mins of fame.

His then-peers, those fellow officers who he served with and who are critical of him now, had no reason to seek his or anyone else's approval.
