True. From the perspective of the Bush partisans, I don't see any real downside of hyping the issue as long as Bush himself keeps a little distance. It may get a few votes or a few Kerry voters to stay home. It's exciting for the core. And any attention to this distracts from real issues on which Bush may be vulnerable. But I don't see much upside, either.
