I don't agree with the assertion that the Reagan buildup contributed to the fall of the Soviet Union. Neither does the leader of the USSR at the time. The Soviets did not change their spending in response to Reagan. The USSR collapsed due to a number of factors, mostly due to the miserable failure of communism. Once the country began to open up (more due to Nixon, Gorbachev, and Andropov), the people began to realize that they did not have to live like animals. That started a ball rolling that was not at all influenced by Reagan (in fact, he probably helped to perpetuate the USSR with his sword rattling).
