Not true, actually. Somebody could have been deceived and bought into the false story. It is easy to conceive how a flamboyant lieutenant could have convinced most of the 18 year old seamen serving under him that he was great stuff, while his more experienced fellow officers thought he was not only full of hot air but dangerous to boot.
