Have a look at these excerpts from their 3 most recent news releases:

Wed 23 Jul 97 News Release
The company is awaiting approval on its recently submitted filing with the
USSEC to establish an exemption pursuant to the Rule 12g 3-2(b). This
filing has been made in anticipation of greater US-based investor
involvement.
Standard & Poor's editorial board has approved Image Power for financial
coverage in the Standard Corporation Records manual, scheduled for mailing
in August 1997.

Mon 28 Jul 97 Miscellaneous
The VSE has accepted for filing an investor relations agreement dated July
18 1997 between the company and FMMG Inc (Martin Goldberg) whereby they
will provide investor relations services for 12 months to the company for
consideration of US$50,000 and US$5,000 per month thereafter.

Tue 5 Aug 97 Private Placement
The VSE has accepted for filing a brokered private placement of:
No. of shares: 1,260,000
Price: $0.25
Warrants: For 1,260,000 shares
Wt exercise price: $0.30 in year one; $0.35 in year two

They anticipate "greater US-based investor involvment", presumably
initiated by their new investor relations group (which just happens
to be based in the U.S.). The 12g exemption was expected before the
end of the month. Financing, in the form of a brokered private
placement, has been done.

It's quite possible that Friday's action was the start of the
promotional activities. Then again, I could be completely wrong. :-)
