If we are attacked again, by anything, do you honestly he will make any decision? At all? For anything? For longer than a few minutes? People are never as black or white as zealots make them out to be. It's one thing to participate in caricaturing. It's another to actually believe the picture you create. It's an interesting question you ask. There's an implied assumption that there must be some retaliation. Or perhaps retribution. I think there needs to be an overall strategy, an offensive strategy. Hitting back whenever you're hit is for the schoolyard. What Kerry might do I do not know.
