The same basis as Kerry and Edwards did, Broder believed that Bush did the right thing in the pre emptive strike in Iraq. That he moved swiftly to neutralize the "impending threat" etc.

But today he too like Kerry acknowledges that Bush has failed in the discharge of his duties. He wanted to keep fighting the Iraq war but did not know where to get the money from. He could not figure out the no-brainer that he had to stop his tax cuts to fund the war etc.
