An old friend of mine has a Ph.D. in biology and is now an environmental lawyer. He has a foundation that, he admits to me, uses ambiguities in the Endangered Species Act to stop development, says he thinks he can tie up development in 25% to 40% of the far west for the foreseeable future, maybe for the rest of his life. He sees it as fighting the good fight.
