A "third party" like CKFR is involved because it's more efficient for both billers and payers. If you're a large vendor, why set up hundreds of different systems/protocalls to bill your customers when a 3rd party can do it cheaply and efficiently? On the customer side, why go to a dozen different web sites to pay your bills when you can go to one and do it quickly and simply? A third party like CKFR works in the billing/payment arena for the same reason that money beats barter: it streamlines the payment system and creates economies of scale.
