Why is tampering with the programming code any different than stuffing a ballot box with false (paper) ballots while destroying the valid ones? Ultimately, all elections depend on the honesty of the people who run them. Exit polling after the election and opinion polling right before is a pretty good way of keeping things honest, IMO. For example, exit polling in Florida indicated that Gore got more votes -- since many people that voted for Buchanan in Palm Beach thought they voted for Gore and said so when they were polled.
