To the extent that some of the rich can get reduced taxes through loopholes the answer is to get rid of the loopholes, not to increase rates. In fact as you eliminate loopholes you will be able to reduce rates without reducing revenue, while at the same time reducing the costs for tax compliance and enforcement. Tim
