It appears to me that an unbiased observer would believe that the four PCFs were being fired upon. Or do you think that the after-action reports are fictitious?

I believe it was based on Kerry's report. The other three skippers say there was no SA fire from the bank. We are going to get a lot of "he said, she said" here, and it is 35 years later. But if you read the Scarbourgh transcript, Kerry is condemned out of his own mouth with the "windows blown out" comment being different in his book than it is in his report. Plus, the report indicates that the other boats were there, and Rassman claims they weren't. Which, incidently, destroys Rassman's credibility.

When you challenge a witness, and catch him out on his own statements, as Kerry has been caught out on Cambodia and the above, it wipes out his credibility on the rest. You then tend to believe the others.
