Free fire zones were apparently policy. Given that troops are apparently not trained on the Geneva convention, it would seem that a good many participated. The atrocity is a leadership that condones and even promotes such policies.

Have we employed free fire zones in Iraq? Some Iraqis claim so. The problem is that we place these troops in an unwinnable situation, with no clear objectives, little planning or training, and poor political leadership.
