None of that applies.

He had already transferred from Texas to Alabama, (because he said he wanted to work on a political campaign there).

He was IN ALABAMA in 1972 --- not anywhere else.

There was no request to transfer out of ALA that year, because there was no need for one... that was where he was living.

Yet, the Alabama commander reported him to Colorado as 'not observed on the base during this period' (summer and fall of 1972), and he later failed to take his required annual medical exam (which caused him to be automatically suspended from flying).

Colorado then reported him to his Texas draft board for induction (presumably because of his failure to fulfill his Guard commitments).

At which point --- with only days before a call-up to active duty --- there was a flurry of duty in Texas, and a Guard leader in Texas signed a form to change Bush's classification to 'administrative aide'. (A classification that he had no training for, thus was technically unqualified for... but one which the active service had no need for, so he was assured to not be called up.)

Nice to have political pull, I guess.
