You would think. But a close friend teaches special school district kids at a local high school. It is incredible how many city kids are there to goof off, knowing they can't be kicked out, and don't care about anything. Why? Their mothers, who themselves are a product of the same. A self-perpetuating situation. A tragic loss of so many potential positive contributors to society.
