You mean: would have voted for the Congressional resolution giving the President authority to take us to war... if, in the President's judgement, that was the appropriate and necessary course.... (Which is, of course, what actually happened.)

That's somewhat different from 'take us to war'.

There was no Declaration of War (and I rather think that any aspiring 'President-to-be' would favor enhanced Presidential war-making powers....)
