Not Observed sounds like an evaluation given someone you haven't been observing. It certainly isn't an offense in the Uniform Code of Military Justice.

I gace a guy that works for me a "Not Observed" in so many words, because do to varied assignments, I had no interaction. for the period they requested. His former supervisor had retired. I just wrote "No interation during rating period".
