Brad, the permit application for the existing plant is several years old from a time when it was expected that it would be a model 200. Since the application was made under a court settlement of disputes between GRNO and DHEC, it was thought wisest to proceed with it, rather than roil the DHEC waters by starting the application process all over again. The final (20pp.) report of test results noted that at 275 gph the unit was operating at 31% of pump (design) capacity. The intent is to submit a new permit application for the highest possible design rate as soon as the existing application is approved (expected to be September 17). Long term plans are to actually run the processor at 90-95% of design capacity. It will probably be next year sometime before sustained maximum throughput can achieved--GRNO will apply to have a test at the higher capacity waived, on the grounds that discharges can be calculated mathematically from the first test, but given the history of the GRNO-DHEC relationship, I'm not hopeful that the DHEC will agree.
