It's not clear that that would stand under a court challange and if their are millions of married gay couples and thousands of them might move to Idaho (and also to other states with similar laws) then you could easily get a situation where Idaho is forced to accept the marriages. And if Idaho isn't forced to accept them you still have a mess when marriages are valid in one state and not another. See Message 20428806
