People elect their congress rep as well as the President to represent them. It is not upto them to call their congress rep nor the White House. It is these folks who need to lead, chief leader being the President. That is what he promised to do in 2000 when he sought their votes.

Bush can initiate the process by sending the request to Congress. He could make calls to Congress to initiate a bill and put it on his desk.

So your logic does not fly.
