Nortel is targeting annualized cost savings of approximately $450 million to $500 million

I wouldn't count these savings before they're realized. This struck me more as deadwood pruning than any serious restructuring. I wouldn't be the least bit surprised to see management ranks remain constant or grow somewhat in size during the next year or so.
