Ann I believe it is more evil than you propose,I believe and history proves me out..... that dems fail to educate blacks because without them there would be no dem/lib party.The NCLB act is being attacked nationwide because the party knows that their quest to take the country down hard is going to be stalled if they don`t have the uneducated blacks to use when they start the civil war against rich people,of course the dems won`t tell you that we are all rich in America,they just need to create division and jealousy to keep the party alive
