Well, whether he liked it or not, Bush had no choice but to respond. Surely, the mighty USA cannot afford to be looked upon as a wimp or patsy! However, I believe Bush was led by the hand by Cheney and others. I saw the attacks on both WTC towers on TV and was astonished that Bush was nowhere around to take charge of things. Instead, I heard reports he was hustled around to various locations for the sake of his safety. Ditto for Cheney! Then on MM's movie, Fahrenheit 9/11, I saw that Bush looked stunned and indecisive and seemingly waiting to be cued for what to do next. Not a happy image for a world leader and an image made worse by his Iraq quagmire.
